What Ceuta Teaches Us About Perimeter Protection

Does modern perimeter protection start far too late? This episode was recorded in German.

60,000 people move towards a border – and nobody seems prepared. Yet the development did not come out of nowhere: it was discussed on social networks, groups with hundreds of thousands of members engaged with the topic, and relevant information was publicly accessible. Nevertheless, the situation in Ceuta apparently caught those responsible unprepared.

In this episode of “Der wilde Ritt durch die Security”, Holger Berens and Manuel Bohé discuss a topic that challenges conventional ideas of security: perimeter protection and the question of where it actually has to begin. When protecting a site or a border, attention usually focuses on the perimeter itself: How high does a fence need to be? Where do we need barriers? How do we prevent someone from crossing a border?

But what if the decisive indications of a potential threat emerge much earlier – in the publicly accessible digital space? This is where OSINT (open source intelligence) comes in. It is not about reading private chats or monitoring messaging services. The focus is on publicly available information that can be observed and correlated to identify developments and potential threats earlier.

This broadens the question of what modern perimeter protection means. Security may not begin at the fence or the border, but where developments become visible and relevant information becomes available. For Manuel and Holger, the point is not to make conventional protective measures obsolete. The question is whether we need to think about security earlier and more comprehensively today. Perhaps perimeter protection is not dead. Perhaps it simply begins much earlier than we have assumed so far.
